Personally, and this is just me, I don't think woodwinds have anyplace on a football field (drum corps or 'regular' marching band). Woodwinds simply don't have the power and the backing that a brass instrument has. You just can't get the kind of impact you get with brass, the fact that most woodwind instruments point anywhere but forward doesn't help either. But even if you could get the same impact from the woodwinds as you can from the brass, the logistics of having woodwinds would be a nightmare. Corks, pads, keys, reeds, etc. would all be broken on a daily basis. Towards the end of the season the instruments themselves would be completely frago, making rehearsal difficult, if not impossible.
I believe the point to be moot, however, because woodwinds aren't a drum or a bugle (hence, Drum and Bugle Corps). They will allow trombones long before they let woodwinds in.
That's my $0.02.
