Those numbers are all measurements of intonation called centigrades or "Cents". When tuning with a tuner, it will probably tell you that you are plus (+) or minus (-) a certain number of cents. These numbers are all the centigrade adjustments that need to be made with certain intervals that are most pleasing to the human ear.
When it says to lower a major third 13.68 cents, this technically is out of tune, and a tuner will tell you that. When you make this adjustment on a brass instrument, it makes the major third sound like what the human ear most desires in a major third. This one is more noticeable than most adjustments.
